Restoration plan for the Gulf Coast after the Deepwater Horizon oil spill. Secretary Mabus recommends that Congress dedicate a significant amount of any civil penalties awarded to a Gulf Coast Recovery Fund for long-term recovery and restoration, and that Congress authorize a Gulf Coast Recovery Council, consisting of representatives from the Gulf states and federally recognized Gulf tribes, to manage the funds and coordinate recovery projects.
